India’s first full-time female Finance Minister Nirmala Sitharaman is set to present her ninth consecutive Union Budget on February 1st 2026. After eight Budget presentations between 2019-2025, Sitharaman’s ninth straight Budget will make her come closer to the record of most number of Budget presentations by any Finance Minister in India1. This record has till now been held by Morarji Desai, who had presented 10 Budgets as Finance Minister.
But do you know who was India’s first Finance Minister who presented the Budget? And how many Finance Ministers have presented the Budget since India got independence in 1947? Let’s unfold all of such information around India’s Budget history ahead of Union Budget 2026:
India’s first ever Finance Minister was Mr R. K. Shanmukham Chetty, who served the role from 15th August 1847 to 17th August 1948, under India’s first Prime Minister Shri Jawahar Lal Nehru’s government.
Born on 17th October 1892 in Coimbatore, Tamil Nadu, Mr. Chetty went on to present India’s first budget post independence, on 26th November 1947.
Here are the first words from Mr.Chetty’s speech when he started presenting the first ever Union Budget of independent India2:
“I rise to present the first Budget of a free and independent India. This occasion may well be considered an historic one and I count it a rare privilege that it has fallen to me to be the Finance Minister to present this Budget. While I am conscious of the honour that is implied in this position, I am even more conscious of the responsibilities that face the custodian of the finances of India at this critical juncture. I have no doubt that in the discharge of my responsibilities I may count on the sympathetic and wholehearted co-operation of every Hon’ble Member in this House.”
In August 2023, a statue of Mr. Chetty was unveiled at the South Indian Mills Association (SIMA) complex in Coimbatore3. SIMA is an organization dedicated to promote the interests of the Textile industry in the southern region of India, and was founded by India’s first Finance Minister Mr.Chetty himself, in the year 1933.
